The Medicare Modernization Act (MMA) legislation allows State Pharmacy Assistance Programs (SPAPs) to "wrap around" Medicare benefits to fill coverage gaps. Unlike ADAP, SPAP costs count toward TrOOP, allowing patients to move through the coverage gap. SPAPs are designed to provide state-funded programs with financial assistance to supply prescription drugs to those with low-incomes and the medically needy with disabilities. These programs enable states to provide – at a lower cost per beneficiary – the same or better coverage for beneficiaries who receive coverage through state programs.

Oakland, Calif., May 12, 2008 - Ramsell Public Health Rx today announced that it will administer a full suite of Pharmacy Benefit Management (PBM) solutions for the Bridging the Gap, Colorado (BTGC) program, a State Pharmaceutical Assistance Program (SPAP) that covers the costs of a participant’s Medicare deductible, co-payment and coinsurance. The customizable PBM solution will provide a comprehensive package to meet BTGC’s service needs, including coordination of benefits, claims adjudication, pharmacy network management and data management.
