A History of Caring
Ramsell Holding Corporation was established in August 1967 by Mr. Sylester Flowers, RPh in San Francisco. The company began designing and managing public health programs in San Francisco in 1982 when Mr. Flowers developed the first outpatient prescription plan and fiscal intermediary program for San Francisco’s Mental Health Department using a custom-built software program.

Public Health Service Bureau changes its name to Ramsell Public Health Rx and expands its offering to include full service Pharmacy Benefit Management services.
Public Health Rx wins contract to manage State Pharmaceutical Assistance Program for the state of Colorado.
Public Health Rx wins contract to manage State Pharmaceutical Assistance Program for the state of Texas.

Sylester Flowers Honored by the California State Senate and California Governor Arnold Schwarzenegger
2006
Public Health Service Bureau wins contract to administer ADAP services for Washington State through 2009
2005
Ramsell becomes Ramsell Holding Corporation, creating companies to service each line of business including Public Health Service Bureau.
Public Health Service Bureau wins a new contract with the State of California to administer the Aids Drug Assistance Program through 2008.
2003
The contract to administer ADAP services for Washington State is extended through 2006
2001
State of Washington selects Ramsell to administer the Aids Drug Assistance Program for the state.
2000
Ramsell is chosen to administer California ADAP services through 2005
1997
Ramsell wins State of California contract to administer the Aids Drug Assistance Program for the state.
1995
Ramsell manages ADAP implementation in Santa Barbara County
1993
Ramsell implements the AIDS Drug Assistance Program (ADAP) in San Francisco County
1982
Ramsell develops the first outpatient prescription plan and fiscal intermediary program for San Francisco’s Mental Health Department using a custom-built software program
1972
Ramsell starts working with the City of San Francisco’s Department of Mental Health to address the city’s opiate drug abuse epidemic in San Francisco’s impoverished Western Addition neighborhood. Flowers is later appointed Pharmacy Director for this program
1967
Flowers founds Ramsell Corporation, named after the street he lived on at the time, as a holding company for the pharmacies.
