Ramsell Corporation was established in August 1967 by Mr. Sylester Flowers, RPh in San Francisco. The company began designing and managing public health programs in San Francisco in 1982 when Mr. Flowers developed the first outpatient prescription plan and fiscal intermediary program for San Francisco’s Mental Health Department using a custom-built software program.
Flowers founds Ramsell Corporation, named after the street he lived on at the time, as a holding company for the pharmacies.

Oakland, Calif., May 12, 2008 - Ramsell Public Health Rx today announced that it will administer a full suite of Pharmacy Benefit Management (PBM) solutions for the Bridging the Gap, Colorado (BTGC) program, a State Pharmaceutical Assistance Program (SPAP) that covers the costs of a participant’s Medicare deductible, co-payment and coinsurance. The customizable PBM solution will provide a comprehensive package to meet BTGC’s service needs, including coordination of benefits, claims adjudication, pharmacy network management and data management.
