Colleen Higgs, Pharm.D.
Ramsell Pharmacy Solutions - President
Dr. Colleen Higgs has over 25 years of experience in the pharmacy industry. Prior to joining Ramsell, Dr. Higgs was responsible for a clinic pharmacy providing services to an Adult Immunology Clinic providing HIV/AIDS prescription services and participated in the dispensing of drugs thru AIDS Clinical Trials Group (ACTG) studies.
Her experience includes outpatient pharmacy administration at California Pacific Medical Center and Summit Medical Center; hospital pharmacy service at Kaiser Hospital; ambulatory care clinical pharmacy services at Rockridge HealthPlan, and 10 years providing clinical services in Pharmacy Benefit Management administration for public health program sponsors on behalf of our sister company, Ramsell Public Health Rx.
Dr. Higgs is responsible for the management and direction of the clinical services Ramsell Pharmacy Solutions offers public health programs in administering contracted pharmacy benefit services. Her leadership and pharmacy expertise makes possible Ramsell’s constant innovation and development of clinically relevant tools, reports, and systems; and application of cost-containment measures for program sponsors.
Dr. Higgs holds a Doctor of Pharmacy Degree from the University of California, San Francisco. She is a member of the California Pharmacist Association and the National Council for Prescription Drug Programs.

Ramsell Public Health Rx Secures Delaware ADAP Contract
Oakland, Calif., August 30, 2010 - Ramsell Public Health Rx, a pharmacy benefit and information management company, today announced it is working with the state of Delaware to administer its AIDS Drug Assistance Program (ADAP). With the help of Ramsell’s ADAP Management system, the state program will be handled electronically for the first time, allowing for streamlined coordination and access to critical medication for participants.
